Tan Sri Tee Tua Ba
Chairman
Tan Sri Tee Tua-Ba is the former Chairman of the Singapore Red Cross Society and a former Commissioner of Police of the Singapore Police.
Tan Sri Tee has a distinguished record of public service and has held leadership roles in the Marine Police (now Police Coast Guard), Central Narcotics Bureau, Singapore Prison Service and Criminal Investigation Department among others over the course of a 30-year career in the civil service. He was conferred the Distinguished Service Order at the SG50 National Day Awards.
Tan Sri Tee began his diplomatic career after his retirement from the police force in 1997. He has since served as Singapore's ambassador to Brunei, Egypt, Jordan, the United Arab Emirates (UAE) and Cyprus, as well as non-resident ambassador to the UAE and Switzerland. He was awarded the "Tan Sri" title by the Malaysian Government upon being conferred the Panglima Setia Mahkota (PSM).
Tan Sri Tee received several other awards during his career with the Ministry of Home Affairs including the Public Administration Medal (Gold), the Public Administration Medal (Silver) and the Meritorious Service Medal. He also received the Singapore Anti-Narcotics Association's Gold Medal of Honour.
He holds a law degree (LLB Honours) from the then University of Singapore. He was admitted as an Advocate & Solicitor in Singapore in 1967.
David Chong
President
David is the Founder and President of the Portcullis Group. He has been described by the Singapore Academy of Law as “the Guru of Asian Family Offices".

David is also President of Portcullis Group’s subsidiaries: Baxian Bank Ltd (the first homegrown digital full bank in Malaysia); Baxian Trust (Labuan) Limited and SSTC Ltd (one of the oldest independent trust companies in Labuan), all of which are regulated by the Labuan Financial Services Authority.
David Chong and his family also owns Fusang Corp, the first fully-regulated platform in Asia providing end-to-end infrastructure to support Digital Securities. Fusang Exchange Ltd, a subsidiary of Fusang Corp, is licensed in Labuan, Malaysia as a Securities Exchange under Part IX, Section 134 of the Labuan Financial Services and Securities Act 2010 (LFSSA). Fusang Exchange is the first fully-operational stock exchange in Asia that allows companies to go public through a digital IPO accessible by both retail and sophisticated investors globally, supporting the trading of both digital securities and cryptocurrencies. David is approved by the Minister of Finance, Malaysia as a member of its Exchange Committee.
David is the former President of the Singapore Trustees Association (STA). He served as the Founding President of Society of Trust & Estate Practitioners (STEP) Singapore Branch, and was the Founding President of the Singapore Fund Administrators Association (SFAA). He also sits on the Investment Committee of the Singapore Academy of Law and leads the Family Office Association Ltd.
He is a Fellow of Harris Manchester College, University of Oxford, where he sits on the Board of Regents. In appreciation for his dedicated service to education, the Singapore Ministry of Education presented David with a Service to Education Award.
David is the Managing Director of David Chong Law Corporation, Singapore, and is qualified as a Barrister-at-Law, Lincoln's Inn; Advocate & Solicitor, Singapore; Malaya and Brunei; Barrister & Solicitor, British Virgin Islands; Solicitor, NSW and Queensland, Australia; Barrister & Solicitor, Australian Capital Territory and Victoria, Australia.
David has a Master’s Degree in Law from National University of Singapore and a Master’s Degree in Business from City University, London.
Anja Chong
Director
Anja Chong is a Director at Portcullis Trust (Singapore) Ltd. She is the Head of Business Development and helps to oversee the management of key client relations, as well as the set up of various fund, trust, business and family office structures.
Anja is also a Director of Portcullis Institute, which is the teaching arm of Portcullis and aims to provide educational material, talks and support the trust industry in Singapore. Portcullis Institute is part of the Portcullis group of companies.
Anja is also a Director of Oyster Security, which seeks to provide a complete spectrum of cybersecurity knowledge and consultancy services to small and medium enterprises in Singapore. Oyster Security is part of the Portcullis group of companies.
Anja graduated in Law from the University of Nottingham with a Bachelor LLB (Hons) Degree.
Henry Chong
Director
Henry Chong is the Chief Executive Officer of Fusang, Asia’s first digital stock exchange.
At Fusang, Henry is responsible for the group's overall strategic direction and mission: building technology-enabled financial infrastructure for the "Internet of Value".
Henry works closely with global institutional investors and financial regulators to bring professionalism and structure to the industry, and is a regular keynote speaker on the subject of digital assets. He is also a member of the University of Oxford's research group on digital assets law and regulation.
Henry is a Director at Portcullis, Asia's biggest independent group of trust companies that provides a one-stop shop for corporate, trustee, custodian and fund administration services to high net-worth individuals.
Henry was also a Director at Oyster Security: providing a complete spectrum of cybersecurity knowledge and consultancy services to small and medium enterprises in Singapore.
Henry holds a Bachelor of Arts (Hons) in Philosophy, Politics & Economics, and a Master of Arts from the University of Oxford, where he was a founder of the Oxford Economics Society. Henry also holds a Masters of Science in Behavioural Science at the London School of Economics & Political Science, where he wrote his thesis on the behaviour of family offices.
Henry is a Fellow of the Royal Society of Arts, and a Fellow of the Royal Asiatic Society.

Felicia Wee

Ms Felicia Wee is COO, Corporate & Trust Services – Asia.
Ms Wee graduated in law from the University of New South Wales, Australia and started her career as in house counsel to a managed investment trust.
In a career spanning two decades, Ms Wee has held various capacities including In-house counsel for Trust, Managing Director of Corporate Services, and is currently COO & Director to a spectrum of Group entities.
She holds memberships to the Singapore Association of the Institute of Chartered Secretaries and Administrators and the Society of Trust & Estate Practitioners.
In dedication to continuous learning, Ms Wee earned a Master of Science in Wealth Management degree from the Singapore Management University in 2022.
Allard de Jong
Director
Mr Allard de Jong is a director of Portcullis Trust (Singapore) Ltd, heading the Group’s fund, custody and unit trust services.
Allard has over 15 years of fund administration experience, having worked for Citco Fund Services in the Dutch Caribbean and the Netherlands, and for Bank of Bermuda and HSBC, where he was head of HSBC’s Alternative Fund Services in Singapore. Allard was director of Operational Due Diligence for KBC Alpha, an Asian focused Fund of Hedge Fund, which subsequently became part of PAAMCO.
Allard was the Chairman of the Singapore Fund Administration Association from 2009 to 2014.
Samir Rajpal
CEO, Investment Office
Samir Rajpal is the CEO of Portcullis Investment Office Private Limited.
Samir was Executive Director of Khattar Holdings & Khattar Capital International, a Singapore-based family office, for 10 years where he advised on portfolio construction and risk management with a focus on money philosophy.
In the family office Samir advised on Angel and Venture investing, Listed and Private Equity, Fixed Income, FX, structured products and technical analysis. He was a member of the investment committee, advised on internal performance reporting and contributed to formulating investment policy and risk management.
Prior to joining the family office, Samir worked in strategy management consulting for Stanford Research Institute and in Corporate Banking for Wells Fargo Bank in San Francisco. In Singapore, he was Director & COO for a European holding company with global interests in real estate, direct marketing and wellness. He previously also founded and spent six years running a business as regional distributor of personal care goods licensed by Walt Disney, Warner Brothers, LucasFilm, Mattel and others.
Samir received his Bachelors of Technology in Chemical Engineering from IIT Delhi before obtaining a Master’s Degree in Chemical & Materials Engineering and a Master’s Degree in Finance from the University of Iowa, specialising in options trading. He is also a CFA charter holder.
Tye Lee Pang

Tye Lee Pang is the Managing Director of Portcullis Investment Office Private Limited.
For over 10 years, Lee Pang was attached to the holding company of one of the largest and most well-respected Malaysian family controlled conglomerates. After working in their Kuala Lumpur headquarters, he managed the Hong Kong team responsible for liquidity management, foreign exchange, fixed income investments, and risk management.
Lee Pang then joined another prominent Asian family office, which owns the largest private shipping and logistics, supply chain, offshore engineering, resources, lifestyle and hospitality businesses within the APAC region. As CIO, he established a core investment team based in Singapore & Australia and created a comprehensive investment structure within the family office to manage private funds.
Adonia Tan
Head, Human Resources
With her background as HR practitioner for over 10 years, Adonia will oversee and lead the HR initiatives and programs within the Portcullis Group.
Adonia is an advocate for achieving harmonious working relationships of mutual benefit to company and employees and will be taking a sharp focus in supporting all staff at Portcullis to help drive their success at work.
Prior to joining Portcullis, Adonia worked with various MNCs managing the full spectrum of HR functions with her remit not just restricted to Singapore but also extended regionally, encompassing other Southeast Asian countries.
A graduate of a Bachelor's degree in Communication Studies, Adonia is IHRP-CP certified with special interests in the areas of Employee Engagement, HR policies and Compliance Management.
Carinne Kho

Ms Carinne Kho is the Group Financial Controller of Portcullis Group. Carinne Kho has a Bachelor of Accountancy Degree from Nanyang Technological University and has over 15 years of experience in financial accounting. She is a Chartered Accountant of Singapore (CA (Singapore)) and a member of the Institute of Singapore Chartered Accountant.

Ruby Tsang
General Manager
Ruby is a General Manager in Hong Kong Office and she has more than 15 years of experience in the corporate secretarial industry for various jurisdictions and helping clients with their company structuring needs. She began her career with a Certified Practising Accountant Firm in Hong Kong and provided a full range of corporate services to clients. Ruby has a Bachelor’s degree in Business Administration.

Tim Murray is a director of Group IT - Software Development.
He is responsible for the software architecture and development of in-house applications within the Group. He studied for a National Certificate in Business at the Auckland Technical Institute and spent six years with KPMG specialising in client accounting including business systems and financial forecasting.
Foo Chee Thong
Director, Corporate Services
Mr Foo Chee Thong is a director and Trust Officer of Baxian Trust (Labuan) Limited, a licensed trust company authorised to provide trustee and corporate services in Labuan and a member of the Portcullis Group. A Chartered Secretary by profession, he has been with the Portcullis Group since 1995 as General Manager and a resident Trust Officer.
Graham Farinha
Director, Corporate Services
Mr Graham Farinha is the managing director of Portcullis (BVI) Ltd.
Graham has over twenty five years’ experience in the legal field. Prior to joining Portcullis in 2014, he worked with the Government of the British Virgin Islands as the Registrar of the Supreme Court and then with a number of regulated trust companies in the various roles of compliance officer, in-house counsel and director.
He has served on the Council of the BVI Association of Registered Agents. Graham also worked for a corporate law firm in Trinidad and with the Government of Trinidad and Tobago as the Registrar of that country’s tax court.
Joyce Lin

Joyce Lin is a general manger of Portcullis (Taiwan) Pte Ltd.
She graduated Master degree of International Marketing from Tamkang University. Joyce has over 15 years of private banking experience, having worked for Merrill Lynch, ABN AMRO and UBS Private Banking department which focus on onshore/offshore wealth management clients.
