Mr Allard de Jong is a director of Portcullis Trust (Singapore) Ltd, heading the Group’s fund, custody and unit trust services.
Allard has over 15 years of fund administration experience, having worked for Citco Fund Services in the Dutch Caribbean and the Netherlands, and for Bank of Bermuda and HSBC, where he was head of HSBC’s Alternative Fund Services in Singapore. Allard was director of Operational Due Diligence for KBC Alpha, an Asian focused Fund of Hedge Fund, which subsequently became part of PAAMCO.
Allard was the Chairman of the Singapore Fund Administration Association from 2009 to 2014.
Ms Felicia Wee is COO, Corporate & Trust Services – Asia.
Ms Wee graduated in law from the University of New South Wales, Australia and started her career as in house counsel to a managed investment trust.
In a career spanning two decades, Ms Wee has held various capacities including In-house counsel for Trust, Managing Director of Corporate Services, and is currently COO & Director to a spectrum of Group entities.
She holds memberships to the Singapore Association of the Institute of Chartered Secretaries and Administrators and the Society of Trust & Estate Practitioners.
In dedication to continuous learning, Ms Wee earned a Master of Science in Wealth Management degree from the Singapore Management University in 2022.
Tan Sri Tee Tua-Ba is the former Chairman of the Singapore Red Cross Society and a former Commissioner of Police of the Singapore Police.
Tan Sri Tee has a distinguished record of public service and has held leadership roles in the Marine Police (now Police Coast Guard), Central Narcotics Bureau, Singapore Prison Service and Criminal Investigation Department among others over the course of a 30-year career in the civil service. He was conferred the Distinguished Service Order at the SG50 National Day Awards.
Tan Sri Tee began his diplomatic career after his retirement from the police force in 1997. He has since served as Singapore’s ambassador to Brunei, Egypt, Jordan, the United Arab Emirates (UAE) and Cyprus, as well as non-resident ambassador to the UAE and Switzerland. He was awarded the “Tan Sri” title by the Malaysian Government upon being conferred the Panglima Setia Mahkota (PSM).
Tan Sri Tee received several other awards during his career with the Ministry of Home Affairs including the Public Administration Medal (Gold), the Public Administration Medal (Silver) and the Meritorious Service Medal. He also received the Singapore Anti-Narcotics Association’s Gold Medal of Honour.
He holds a law degree (LLB Honours) from the then University of Singapore. He was admitted as an Advocate & Solicitor in Singapore in 1967.
Fazila graduated from University of London with a Bachelor of Laws (Hons) degree in 2004 and further obtained a Master of Laws from the same university in 2007. She has worked in the trust industry since 2007 in the area of trust administration. She has been conferred the designation of IBFA (IBF Advanced) for Wealth Management (Trust Administration/Wealth & Estate Planning).
Jessica Lai has been working at the Portcullis Group for more than 18 years. She has 14 years of experience in corporate secretarial services before joining the private trust department. Ms Lai has
obtained an Advanced Diploma in Business Administration and a Diploma in Banking and Financial Services. She has also obtained the Wealth Management Institute’s Advanced Certificate in Trust Services and been conferred the designation of IBFA (IBF Advanced) for Wealth Management (Trust Administration/Wealth & Estate Planning).
Wei’En has been in the trust industry for 8 years. Prior to his career in private trust, he has had varied experience across industries specialising in accounting and tax.
He has obtained the Wealth Management Institute’s Advanced Certificate in Trust Services and is also an Affiliate Member of the Society of Trust and Estate Practitioners (STEP).

Ms Suti Tan is the Head of the Fund Administration Transfer Agency Department. She has over 15 years’ experience in the fund industry, having worked in various roles at Portcullis in relation to fund set-up, structuring, AML and FATCA & CRS requirements. Suti holds a Bachelor Degree in Business Administration from Nanyang Technological University of Singapore.
Denise Heng is a manager of the fund administration department in Portcullis, leading one of the fund accounting teams. She has 12 years of fund accounting experience in Portcullis working with open and closed ended funds of various structure.Prior to joining Portcullis, shestarted her career at Custom House Fund Services in Singapore as a fund accountant where she spent 3 years handling daily reporting for mutual funds.Denise holds a bachelor’s degree in business accountancy from the Royal Melbourne Institute of Technology.
Nathan is a manager in the fund administrative department, leading one of the fund accounting teams.
He has over eight years’ worth of experience in the fund administrative industry, having previously worked in Citco Fund Services as an account manager prior to joining Portcullis. He has worked with an extensive number of clients and has exposure to many fund structures.
Nathan is a graduate of the University of Sydney, with a degree in commerce, majoring in both accounting and finance.
Ms Tan Tze Yee is a manager of the fund administration transfer agency department. She has 10 years of fund accounting experience in Portcullis before she moved to Transfer Agency in 2023. Prior to Portcullis Group, she spent 3.5 years in fund accounting at JPMorgan Asset Management Singapore Ltd. She is familiar with various fund structures and builds strong working relationship with clients. Tze Yee holds a bachelor’s degree in business from Nanyang Technological University of Singapore majoring in Actuarial Science.

Diana is the General Manager of Corporate Services in Singapore Office, and she has more than 20 years of experience in the corporate secretarial industry helping clients with their company re-structuring needs. She began her career with a Certified Public Accountant Firm in Singapore and provided a full range of corporate services to clients. Diana was conferred the designation of IBF Qualified by The Institute of Banking and Finance Singapore (IBF) for Wealth Management in Trust Administration/Wealth and Estate Planning.
Rohaya is a Senior Relationship Manager, Corporate Services of Portcullis (Singapore) Pte Ltd. She has more than 21 years of experience in corporate secretarial services and business development in Portcullis. She leads a team handling both offshore and Singapore companies. Prior to joining Portcullis Group, she was a finance director for 11 years in an offshore construction company and an office manager in an offshore law firm.
Siok Imm is a Senior Relationship Manager, Corporate Services of Portcullis (Singapore) Pte Ltd. She has more than 15 years of corporate secretarial experience and currently serves as Company Secretary for private trust, fund and variable capital companies.
Siok Imm is a Chartered Secretary and a Member of Chartered Secretaries Institute of Singapore. She holds a Bachelor’s Degree in Arts from the National University of Singapore, majoring in Economics and Chinese Studies.
Michelle is a Senior Relationship Manager of Portcullis Offshore Corporate Services department. She has more than 25 years of experiences in the corporate services industry managing corporate secretarial and restructuring work for clients. Prior to joining Portcullis Group, she was a Senior Associate with the corporate services arm of PricewaterhouseCoopers, Singapore.
Gaik Min is a Relationship Manager, Corporate Services of Portcullis (Singapore) Pte Ltd. She has 15 years of experience in the corporate secretarial industry and acts as Secretary for Singapore incorporated companies.
Gaik Min is a Chartered Secretary and a Qualified Individual registered with the ACRA.
Joanna is the Relationship Manager, Corporate Services of Portcullis (Singapore) Pte Ltd. She has more than 19 years of experience in the corporate secretarial industry and was previously from another legal firm. She was conferred the designated of IBF Qualified) Level 1 by the Institute of Banking and Finance Singapore (IBF) for Wealth Management in Trust Administration/Wealth and Estate Planning.
Yee Yee Tey is a Senior Manager of Portcullis Family Office Pte Ltd with over 10 years of accounting and tax experience. He is an Accredited Income Tax Advisor in Singapore and graduated with a bachelor’s Degree in accounting.
Samir Rajpal is the CEO of Portcullis Investment Office Private Limited.
Samir was Executive Director of Khattar Holdings & Khattar Capital International, a Singapore-based family office, for 10 years where he advised on portfolio construction and risk management with a focus on money philosophy.
In the family office Samir advised on Angel and Venture investing, Listed and Private Equity, Fixed Income, FX, structured products and technical analysis. He was a member of the investment committee, advised on internal performance reporting and contributed to formulating investment policy and risk management.
Prior to joining the family office, Samir worked in strategy management consulting for Stanford Research Institute and in Corporate Banking for Wells Fargo Bank in San Francisco. In Singapore, he was Director & COO for a European holding company with global interests in real estate, direct marketing and wellness. He previously also founded and spent six years running a business as regional distributor of personal care goods licensed by Walt Disney, Warner Brothers, LucasFilm, Mattel and others.
Samir received his Bachelors of Technology in Chemical Engineering from IIT Delhi before obtaining a Master’s Degree in Chemical & Materials Engineering and a Master’s Degree in Finance from the University of Iowa, specialising in options trading. He is also a CFA charter holder.
Tye Lee Pang is the Managing Director of Portcullis Investment Office Private Limited.
For over 10 years, Lee Pang was attached to the holding company of one of the largest and most well-respected Malaysian family controlled conglomerates. After working in their Kuala Lumpur headquarters, he managed the Hong Kong team responsible for liquidity management, foreign exchange, fixed income investments, and risk management.
Lee Pang then joined another prominent Asian family office, which owns the largest private shipping and logistics, supply chain, offshore engineering, resources, lifestyle and hospitality businesses within the APAC region. As CIO, he established a core investment team based in Singapore & Australia and created a comprehensive investment structure within the family office to manage private funds.
At Credit Suisse Hong Kong, Lee Pang was Director, Family Office Services. There he was responsible for client coverage within the Greater China area, assisting UNHWs in setting up their family offices, with special focus on investment office governance & infrastructure.
Lee Pang holds a BSc. Ed. degree in Mathematics & Education from the University of Malaya. He is also a Senior Certified Finance Treasury Professional (CFTP Snr), Australia.
